How to NOT get what you paid for when dealing with a Madman!


So my (Colorado) (ID) had expired and I needed to get my (Birth Certificate) because I was a resident of California now.  I was in the process of going through a legal name change and also needed the (ID) for my business to show when signing legal paperwork which needed to be notarized.

So I loged onto the the (Department of Vital Statistics and Records - Colorado Springs/Colorado) to get my birth certificate.  I submitted my information and paid the "$50" fee of which I received confirmation that they had received my order and my birth certificate was on its way estimated to arrive in two weeks.  I saved the information as a reciept of my order.  


I recieved confirmation that my credit card had been debited for "$50" by the (Department of Vital Statistics and Records/Colorado Springs/Colorado) and so I waited.  Two weeks and a couple days passed, NO birth certificate?  I decided maybe they were running a little behind and hand their hands full so I gave it a couple more days.  


Three weeks and a few more days had passed so I called to inquire about my order?

ME - "Yes I'm calling about my order, I have NOT received my birth certificate yet and it's been almost a month".


MADMAN - "Yes, you shoud have called us sooner, how can I help you"?


ME - "I'm calling about my order, I haven't received it yet"!  It's been almost a month, so I need to know has it been sent out yet"?


MADMAN - "Let me take down your information and the confirmation number so we can see what's going on"?


So I gave the Madman my information verifying my mailing address and the (confirmation number) that verifies that I placed an order.

 
MADMAN - "Yes I see that NOTHING has been sent out".

ME - "Well what's the delay, what happened"?


PAUSE

 
ME - "How come it hasn't been sent yet"?


MADMAN - "Let me put you on hold, just a second".

 
After a a minute passed Madman returns.
 
MADMAN - "You'll need to speak with a supervisor, let me transfer you".
 
Before I could reply or say anything Madman placed me on hold to transfer the call.  I heard a beep and a click and the next thing I know the line went dead.  So I hung up and dialed the number back.
 
ME - "Yes I'm calling about my order, I never received it".

MADMAN - "Okay let me verify your information and get the confirmation number".


I gave the new Madman my information and the confirmation number.


MADMAN - "Just  a second I need to look at this record, hold".


Once again before I could say anything Madman placed me on hold.  A minute later he came back on the line.

 
MADMAN - "I see what the issue is and see that it was never sent out".


ME - "Why, what's the hold up"?


MADMAN - "The issue is you never placed an order".


ME - "What...how can that be I have the "confirmation number" and confirmation from my credit card, you took my "$50" dollars, there has to be a mistake"?


MADMAN - "No, No mistake on our end, maybe there was a glitch, did you place the order online because it happens sometimes".

 
ME - "Yeah I placed it online, but I can't see how a "glitch" can happen when I have both the "confirmation number" from you and confirmation from my credit card for the debit.  I mean my "$50" went somewhere, it didn't just vanish"?

MADMAN - "Like I said, probably a glitch, happens all the time.  I'd call your credit card company for a refund or maybe the mistake was on their end"?

 
So after the pleasantries I called my credit card company and they told me that the transaction on "said date" had NOT occurred?

There was NO (record) of a transaction for that date?


This was starting to get "BIZARE" because I have my credit card linked to my cell phone and when a transaction takes place I immediately get a text message confirming the debit and always at the end of an online transaction I save the webpage to my computer as a "safety net" just in case!


Someone was "WRONG" some where and I KNEW IT WASN'T ME!  I pulled up the copy of the webpage I had saved and there it was the transaction saved  and I looked at my cell phone and there it was debit on "said date" for "$50"?


So in the course of (18) months I placed (9) orders for (Birth Certificates) costing me a total of ($450) for orders that were confirmed on their end being the (Department of Vital Statistics and Records/Colorado Springs/Colorado) and on my phone verifying that each and every order had been received with my debit card being debited for ($50) in each and every transaction!


One order had actually been received by the (Health Department) in which I have NO idea how an order for a (Birth Certificate) was placed with them?  (I did receive a very strange but apologetic email for the "mistake"?) in which they refunded my ($50)? 


Another order was placed through one of those (3rd Party Companies) to aquire my (Birth Certificate) but again I NEVER received my order and NO refund was ever issued!


So I played this game with the (Department of Vital Statistics and Records/Colorado Springs/Colorado) for almost (2) years trying to get my (Birth Certificate) in which (9) orders had been placed for ($450) total (though I did receive a refund from the (Health Department) for ($50)?


I evetually recieved my (Birth Certificate) (2) years and (3) months later, but by then I had spent ($450) for orders that were NEVER sent out!  Each and every time I called "Dealing with a Madman" in each and every case they either gave me the run around or would transfer me (and in the middle of the transer the line would go dead!)


This did NO include the "CRIPLING AFFECT" upon my business because I was unable to get "Legal Paperwork" notorized (which requires ID) to process and the money I had spent on the "Legal Name" change!
